The Attorney General Alliance (AGA), a bipartisan group comprising U.S. state attorneys general, formally thanked Qatar for its role as a "trusted intermediary" between Israel and Hamas following the October 7 attacks. The commendation was conveyed in a letter addressed to Qatar's U.S. ambassador, Meshal bin Hamad Al Thani, highlighting the Gulf state's crucial diplomatic efforts during a period of heightened regional tension.

According to a tweet by Aaron Sibarium, the AGA penned the letter in the wake of the attacks, recognizing Qatar's unique position. The letter, signed by then-Utah Attorney General Sean Reyes and former Washington, D.C., Attorney General Karl Racine, stated, > "We do not believe that the events, as they have occurred, will lead to positive outcomes for any of the countries involved. Qatar's friendship and leadership is desperately needed during these dark days."

Qatar has long maintained channels of communication with both Israel and Hamas, hosting Hamas's political bureau in Doha. This diplomatic posture has enabled the small Gulf nation to play a significant mediation role in the protracted conflict. Qatar, alongside the United States and Egypt, has been instrumental in brokering temporary ceasefires and facilitating hostage releases.

For instance, Qatar was a key mediator in the January 2025 agreement for the release of hostages and a ceasefire in Gaza. This multi-phase agreement included the release of Israeli hostages in exchange for Palestinian prisoners and provisions for humanitarian aid. Such efforts underscore Qatar's established capacity to engage with parties that others may not directly communicate with.

The Attorney General Alliance, founded in 1982, focuses on various legal and policy issues, including human trafficking, cybersecurity, and consumer protection, and engages in international rule-of-law programs. Its engagement with Qatar, including past delegations to the country, is part of its broader international outreach aimed at fostering collaboration on transnational legal issues. While some critics have raised concerns about the AGA's corporate funding and its ties to foreign influence, the organization maintains its commitment to strengthening justice systems globally.
