This increased presence, which began with an initial deployment of 750 personnel in March 2024 and was bolstered by an additional 250 in December 2024, aims to deter crime and enhance rider safety. The move comes as the state continues to address public perception of safety in the transit system, despite official reports indicating a decline in overall subway crime.

The decision to deploy the National Guard has drawn varied reactions, including criticism from some who view it as an "unconstitutional" and "un-American" use of military personnel against civilians. Social media user Reza Chowdhury, for instance, stated in a tweet, "Deploying the National Guard against our own people is unconstitutional and un-American." However, Governor Hochul maintains that the deployment is a necessary measure to ensure public safety and is within her authority as the state's executive.

In addition to the subway system, the National Guard has also been deployed to correctional facilities across New York State. This deployment, involving thousands of Guard members, began in February 2025 in response to an unlawful wildcat strike by corrections officers protesting staffing shortages, working conditions, and the impact of the HALT Act, which limits solitary confinement. The Guard members were tasked with maintaining order, distributing meals, and providing medical assistance to incarcerated individuals during the work stoppage.

Governor Hochul's office has consistently defended the deployments, citing improvements in safety metrics in the subway system, including a reported 10% decrease in crime since March 2024. Officials emphasize that the Guard's role is to support local law enforcement and corrections staff, not to act as a primary policing force. The deployments highlight the state's proactive approach to public safety and its willingness to utilize state resources, including the National Guard, to address perceived threats and maintain order.
