San Jose, CA – The San Jose Police Department has announced the arrest of two individuals, David Benito-Carbajal, 31, and Juan Rocha, 52, following the seizure of more than 2,000 pounds of illegal fireworks and over 50 improvised explosive devices (IEDs). The arrests, which occurred on June 23, 2025, also led to the confiscation of two AR-style rifles, including one with a 3D-printed lower receiver, and a substantial quantity of rifle and handgun ammunition.
The operation stemmed from an ongoing undercover investigation by the San Jose Police Department's Special Operations Division targeting the illegal sale and possession of commercial-grade fireworks. David Benito-Carbajal was arrested after a search warrant at a residence in the 200 block of San Antonio Court yielded approximately 730 pounds of illegal fireworks and IEDs. Later that day, Juan Rocha was apprehended at a property in the 2700 block of Tanglewood Drive, where officers discovered an additional 1,350 pounds of fireworks and numerous IEDs.
SJPD spokesperson Stacie Shih highlighted the severe danger posed by the seized materials, stating, "An IED is a homemade device and in this case they contain hundreds, if not thousands, times more than the legal limit of explosive powder." The presence of such devices and illegal firearms underscores the significant threat to public safety.
San Jose officials lauded the police department's proactive efforts. SJPD Chief of Police Paul Joseph emphasized, "This operation is a clear example of our department’s commitment to protecting the community through proactive enforcement." San José Mayor Matt Mahan added, "Independence Day doesn’t give anyone the freedom to put others in harm’s way," thanking the police for their work to ensure safe celebrations. City Manager Jennifer Maguire also extended gratitude, noting, "Fireworks are illegal in San José, and we are committed to keeping our community safe and protected at all times."
The San Jose Police Department reminds residents that the possession and distribution of illegal fireworks are criminal offenses. Authorities will continue enforcement efforts, including deploying Unmanned Aerial Vehicles (UAVs) to identify illegal activity. Property owners found in violation may face administrative fines of up to $100,000, and the public is encouraged to report illegal fireworks via the San José 311 app.
