A recent survey conducted in March 2025 indicates that 69% of voters in Sonoma and Marin Counties support a measure to extend the Sonoma-Marin Area Rail Transit (SMART) District's one-quarter cent sales tax. The survey, which polled likely November 2026 voters, found strong favorable opinions toward SMART, with 65% in 2024 and 67% in 2025 viewing the organization positively. This significant level of support is crucial as the agency prepares for a potential 2026 ballot initiative to secure its long-term funding.

The proposed measure aims to continue regional rail and pathway service beyond 2029 without raising taxes, generating approximately $51 million annually for an additional 30 years. Voters prioritize maintaining clean and safe trains and stations, and reducing traffic congestion on Highway 101. Support for the measure increased to 69% after positive messaging, particularly when emphasizing that it would not increase taxes and that public transit funding is vulnerable.

However, the path to renewal faces challenges, as the measure requires a two-thirds majority for passage. While support is broad, it remains within the margin of error for this threshold. Messaging that highlights the measure's benefits for climate change, accountability, and its role in protecting the community's historic rail infrastructure investment resonates most strongly with voters.

The survey also revealed that 66% of voters find it concerning that SMART would be forced to end all rail service by 2029 if the sales tax is not renewed. This sentiment underscores the public's recognition of the rail system's importance to the region. The findings suggest that increased voter awareness of SMART's funding needs and community benefits will be essential for the measure's success.
