San Francisco, CA – An ATV rider was arrested in August 2024, months after allegedly striking a pedestrian and an officer during a chaotic street takeover at a Mission District gas station on February 11, 2024. The incident, which occurred following the Super Bowl, involved a large group of individuals on dirt bikes and ATVs circling gas pumps and driving recklessly. The pedestrian sustained non-life-threatening leg injuries, while an officer was also struck.

The event sparked outrage among witnesses, with one social media user, "aka," stating in a tweet, > "A chaotic street takeover erupted at a gas station in San Francisco’s Mission District, where a quad rider struck a pedestrian in a red shirt at high speed, leaving him with possible severe leg injuries. Despite the dangerous ATV and motorcycle stunts taking place, witnesses say police were present but made no arrests, sparking outrage over the lack of enforcement."

San Francisco Police Department (SFPD) officers were present at the gas station on the 4200 block of Mission Street for a separate vehicle tow when they were surrounded by the group. Surveillance video confirmed the ATV rider purposefully collided with a pedestrian and nearly ran over an SFPD officer. Both the pedestrian and the officer were transported to a hospital with non-life-threatening injuries. The suspect fled the scene on a dirt bike driven by another individual, leaving the ATV behind.

Following an extensive investigation by the SFPD's General Work Detail and the Community Violence Reduction Team, 31-year-old Julian Alberto Ulloagomez was identified and arrested on August 29, 2024. Ulloagomez faces charges including attempted murder, assault with a deadly weapon on a police officer, and filing a false police report. Police emphasized their commitment to accountability, stating, "While these investigations can take time due to varying factors, investigators continue to work tirelessly to investigate and follow up on these incidents."

The incident highlights ongoing challenges San Francisco faces with illegal dirt bike and ATV activity, often involving large groups riding recklessly through public roadways and pedestrian zones. The SFPD has implemented strategies, including a Stunt Driving Response Unit and the use of technology like Automated License Plate Readers and drones, to address these dangerous behaviors. Interim Chief Paul Yep stated in a separate announcement regarding a September 2025 enforcement operation, "Anyone who engages in this illegal activity in San Francisco will be held accountable."
