The incident unfolded after an officer-involved shooting near Zilker Park, where a suspect remained at large.

The confusion was highlighted by a tweet from user @joelwish, who stated, > "So #austin people is the shelter-in-place lifted or not? alert messages to my phone say yes, @Austin_Police twitter says suspect is still on the loose. Am I taking my dog for a walk this morning, or nah." This sentiment reflected the widespread public bewilderment.

APD had issued a "Shelter in Place" alert around 5:30 a.m. for residents in the Barton Hills community as police searched for the suspect. However, approximately 50 minutes later, this alert was prematurely downgraded to an "Avoid the Area" notice. APD swiftly issued a correction via social media, clarifying that the shelter order remained in effect.

The premature downgrade caused a "jarring discrepancy" for residents and even led Austin ISD to initially give an all-clear, only to later learn of the error and place schools on "Secure" status. Austin Police Chief Lisa Davis acknowledged the critical error, stating, "I have serious concerns about why that happened... That never should have been changed."
