The judicial action comes before the defunding measure could take full effect, preventing an immediate halt of funds to organizations like Planned Parenthood. The ruling has drawn sharp criticism from anti-abortion advocates.

The provision, signed into law by President Donald Trump after passing through Congress, sought to cut off federal Medicaid dollars from non-profit healthcare entities that provide abortion care. Planned Parenthood, a primary target of the legislation, had filed a federal complaint challenging the constitutionality of the funding ban, arguing it would severely impact access to a wide range of essential health services for millions of patients.

The organization emphasized that while federal law already prohibits direct federal funding for abortion services, Medicaid reimbursements are crucial for other vital services such as contraception, STI testing, cancer screenings, and general reproductive healthcare. Christian Garcia, Vice President of Government Relations with Planned Parenthood Northern California, previously stated that affiliates in California alone could lose over $300 million, potentially creating “healthcare deserts” in rural areas.
